The Port of Rotterdam Authority is making a 45-hectare site available in the northwest corner of Maasvlakte (Arianehaven) for the development of an offshore wind terminal. This terminal will be a crucial link in the energy transition and will provide space for storage, transshipment, assembly, and installation of wind turbine components and foundations.

New Offshore Wind Energy Terminal in Rotterdam

The 45-hectare site will feature an 835-meter deep-sea quay and a dedicated Roll-on/Roll-off facility. The quays will be prepared for jack-up operations and equipped with heavy-load zones. 

This terminal supports the growing demand for offshore wind projects in the North Sea and contributes to the energy and raw materials transition, including future repowering and decommissioning of existing wind farms. In doing so, Rotterdam strengthens its position as Europe’s leading offshore wind hub.

Market Consultation: Request for Information (RFI)

The Request for Information (RFI) is the first step in this process and forms part of the Client Selection Process (CSP). 

The RFI is non-binding and not a tender procedure. Its purpose is to gather knowledge, ideas, and visions from market parties that wish to play a role in the development of this terminal.

Purpose of the RFI

  • Identify and register serious, capable, and interested parties with relevant vision and ambitions. 
  • Gather technical insights on the optimal setup and operation of TOWER. 
  • Validate existing knowledge and commercial hypotheses developed by the Port of Rotterdam Authority. 
  • Invite perspectives and requirements from potential users and partners for TOWER. 

RFI Timeline

  • RFI launch: 26 November 
  • RFI closing: 8 January 2026 
  • Communication of next phase: March 2026
